Converting a Brazilian Driver's License in Europe: Which Countries Accept It

Whether a Brazilian driver's license (CNH) can simply be exchanged for a European one, or has to be earned again from scratch, depends entirely on which country you move to — and whether that country has a reciprocity agreement with Brazil.

Portugal: direct exchange, with a deadline

Portugal has a reciprocity agreement with Brazil that allows Brazilian residents to exchange their CNH for a Portuguese license without taking a new driving test. The catch is timing: the exchange must generally be requested within a set window after establishing residency — waiting too long can mean losing the right to a direct exchange and having to sit both a theory and practical exam instead.

Tip: start the exchange process as soon as your residence permit is issued. The paperwork itself (medical certificate, photo, translated CNH, application at an IMT office) takes time even when there's no exam involved.

Spain: also direct exchange, but check the validity window

Spain also recognizes Brazilian licenses for exchange, generally without requiring a new exam, provided the exchange is requested before the CNH's own validity expires and within the period allowed after becoming a resident. After that window closes, the license typically needs to be obtained through the standard Spanish process, exams included.

Other EU countries: usually no direct exchange

Most other European countries — including France, Germany, and the Netherlands — do not have a driver's license reciprocity agreement with Brazil. In these cases, Brazilians typically need to complete some combination of a theory exam, a practical driving test, and sometimes mandatory driving lessons, essentially starting the licensing process over, even with years of driving experience in Brazil.

What to do before your CNH becomes unusable to drive on

  1. Check your destination country's specific reciprocity status with Brazil before moving — rules do change.
  2. If moving to Portugal or Spain, request the exchange as early as possible after your residence permit is issued, well before any deadline.
  3. If moving somewhere without reciprocity, ask about accepted grace periods for driving on a valid Brazilian license so you know how long you can legally drive before needing a local license.
  4. Keep your CNH, an International Driving Permit (obtained in Brazil before traveling), and a certified translation together — different authorities may ask for different combinations of these.

Rules around reciprocity agreements are periodically renegotiated, so confirm the current status for your specific destination with a [specialist](/specialists) on the platform before assuming your CNH will simply convert.
